A summary of the scheme is given below:

  1. The scheme is aimed at businesses in the non-essential retail sector as well as hospitality, accommodation, leisure, personal care and gym business premises allowed to open from 12 April 2021.
  2. Once again, grant amounts available will depend on the business type and Rateable Value.
  3. Business may be eligible if any of the following apply:
    • The business has staff on furlough.
    • The business continues to trade online, via click and collect services etc.
    • The business is not in liquidation, dissolved, struck off or subject to a striking of notice or under notice.
    • The business is engaged in business activity, managing accounts, preparing for reopening, planning and implementing Covid-safe measures.

This list of indicators is not exhaustive and Officer discretion will be used to determine if a business is trading.

  1. If a business has been trading by other means such as online or via click and collect prior to 1 April 2021, they may still be eligible for a Restart Grant.
